Professor Dominic Fobih, former Minister of Education, Science, and Sports, Speaking on Bryt 99.1fm has highlighted the importance of strategic leadership and proper planning in managing merged ministries.
Addressing the complexities of merging multiple portfolios under a single ministerial office, Professor Fobih emphasized that such decisions are typically driven by the president’s intention to streamline governance and reduce the size of government for efficiency.
He explained that managing merged ministries requires the appointment of highly skilled and technical leaders who possess the expertise to navigate the challenges inherent in overseeing multiple sectors.
“It is very hard to handle such combined ministries, but with the help of an expert board of directors and managers, it is possible to achieve the broader goals of the country,” he stated.
Professor Fobih further clarified that while the minister serves as the head of the merged ministries, the operational workload is distributed across a team of deputies, directors, and managers. This collaborative structure ensures that the minister is supported by professionals with comprehensive knowledge of the various sectors under their jurisdiction.
“Having one person as a minister for, say, three ministries joined together doesn’t mean they do all the work. There are people assisting the minister, and they bring broad expertise across all the sectors involved,” he noted.
To achieve the desired outcomes from merged ministries, Professor Fobih stressed the importance of thorough planning before merging portfolios. He added that the effectiveness of combined ministries depends on the active participation of deputies and other senior officials, who play a vital role in ensuring that all aspects of the sectors are adequately addressed.
“When proper planning is done before combining ministries, the results can be highly commendable,” he said.
