Barely ten years of implanting the Single Spine Pay Policy (SSPP), Mr. Earl Ankrah, has Head of Public Affairs at the Fair Wages and Salaries Commission (FWSC) said the consultant recommended that the policy should be reviewed periodically so that will begin in 2022.
According to him, beneficiaries of the SSPP and employers will soon be invited by the commission to start the review process would focus on job evaluation factors, allowances, non-core allowances, consolidation of certain allowances under the basic pay, the premium, and performance management among others.
The Single Spine Salary Structure (SSSS) is one of the major components of the Single Spine Pay Policy (SSPP) introduced by the Government of Ghana and got implemented in 2010, to regulate the payment of public service workers especially those under article 190 of the 1992 Constitution of Ghana.
Three years after the implementation, Mr. Kweku Agyeman-Manu, the current minister for Health said the governing National Democratic Congress (NDC) rushed in implementing the single spine pay policy which is currently taking as huge as 70 percent of government revenue.
According to Mr. Agyeman-Manu, the decision to implement Single Spine Salary Structure (SSSS) was initiated by the New Patriotic Party administration. He said the decision to implement the SSSS was ill-advised, adding that, the current administration lacked ideas in reversing the negative impact the policy is having on the economy.
In June last 2008, the Fair Wages Commission presented its consultant’s recommendation to the Kufuor administration for up to a 34 percent increase in the wages and salaries of public sector workers and this received Cabinet approval in September for implementation January 2009.
Also, In January 2008, President J A Kufuor announced 16.5-34 percent increases in salaries for workers in the public and civil service, forming part of the implementation of the single spine salary structure.
