The Ghana Education Service (GES) has issued a strong warning to heads of schools across the country against the collection of unauthorized Parent-Teacher Association (PTA) levies.
In a statement released on October 22, 2025, and signed by Daniel Fenny, Head of Public Relations at GES, management indicated that it has received several reports that some second-cycle institutions are demanding and collecting various levies under the guise of PTA dues without approval.
According to the statement, no school has been authorized to collect any PTA or development levy without prior approval. It explained that for basic schools, such approval must come from the District Education Oversight Committee (DEOC) through the District Director of Education, while for second-cycle schools, authorization must be granted by the Regional Director of Education.
GES emphasized that even when such payments are approved, they remain strictly voluntary, and no student should be denied access to any school service, benefit, or right for failing to pay.
The Service further directed that no headteacher, teacher, or GES staff member should be involved in the collection of PTA levies, noting that all fundraising activities are solely the responsibility of duly elected PTA Executives.
GES has also instructed Regional and District Directors of Education to monitor schools closely to ensure compliance and to take immediate disciplinary action against any breach of this directive.
