Accra, November 24, 2025 – The Minister for Labour, Jobs and Employment, Hon. Dr. Abdul-Rashid Pelpuo, has urged Human Resource Directors and Managers across the public sector to champion innovation, inclusion and impact-driven leadership as Ghana deepens reforms to modernize public service delivery.
Addressing participants at a training workshop for HR Directors and Managers in Accra, Dr. Pelpuo highlighted the central role HR practitioners play in shaping a responsive, high-performing, and citizen-focused public service. Reflecting on the evolution of HR practice in Ghana, the Minister noted that earlier HR systems were predominantly administrative and reactive.
“Personnel administration served the staff, but it did not align with national strategy,” he observed, recalling an era defined by manual processes and rigid bureaucratic routines. He explained that although the early 2000s introduced performance management tools and competency frameworks, HR management remained largely transactional.
Dr. Pelpuo said the rapid technological transformation of the last decade has now fundamentally reshaped HR leadership, pushing Ghana firmly into the era of strategic human capital management. “Today, data drives decision-making and our talent competes on a global stage,” he stated. “Innovation must move us from managing paperwork to managing human potential.” He called on institutions to adopt predictive HR technologies, streamline bureaucratic processes and embrace continuous feedback systems to drive efficiency and results.
On inclusion, Dr. Pelpuo described it as “a national imperative”, stressing the need for workplaces where every officer feels valued, empowered and able to contribute meaningfully. “An organisation performs better when everyone is welcomed, respected and able to contribute meaningfully,” he said. “Beyond compensation, workers leave because they do not feel valued or empowered.”
In a brief remark, the Head of the Civil Service, Dr. Evans Aggrey-Darko, called on Chief Directors to create the enabling environment HR Managers need to function effectively. He stressed the importance of continuous capacity-building to strengthen HR leadership across the public sector.
Dr. Aggrey-Darko noted that adequate training is essential for developing versatile staff and enhancing institutional performance. He further encouraged HR Managers to actively guide their teams in career planning to ensure a more motivated, empowered and future-ready workforce.
The workshop, organised by the Public Services Commission, was held under the theme “Public Sector HR Leadership for Organisational Development: Innovation, Inclusion, and Impact.”
