Security Intelligence Consultant Richard Kumadoe has emphasised the importance of the “Need to Know” and “Need to Share” principles in the handling and dissemination of security intelligence at the local, regional and global levels.
According to Richard Kumadoe, sensitive data, relevant operational information and strategic investigative intelligence are generally shared, transmitted and disseminated on the critical basis of these two principles.
He noted that mastering the balance between what information should be shared and who should have access to it is an essential practice that every seasoned intelligence professional must understand.
Mr. Kumadoe further observed that nations have the capacity to initiate and conclude certain crime-related investigations independently, without necessarily relying on the routine assistance of regional or international counterparts.
Mr Richard Kumadoe acknowledged that international cooperation, coordination and horizontal communication among security and intelligence agencies can significantly enhance criminal investigations and help achieve results within a shorter period.
However, Mr Kumadoe stressed that there are circumstances where acting independently may be necessary, particularly when investigations involve classified or highly sensitive information.
According to Mr Kumadoe , such an approach can provide an additional basis for protecting privacy, safeguarding national security interests and preserving the confidentiality of sensitive state matters.
“Acting alone can also achieve the required results, especially in instances of dealing with classified information,” he said.
Mr. Kumadoe maintained that while cooperation remains important in modern security intelligence, intelligence professionals must also understand when information-sharing is appropriate and when confidentiality and national security considerations require a more restricted approach.
Mr Richard Kumadoe concluded by reiterating the importance of striking the right balance between intelligence cooperation and the protection of sensitive information.
