The Eastern Regional Security Council (REGSEC) has totally condemned the violence that led to the death of two persons at Nsawam Adoagyiri in the Eastern Region.
REGSEC says the gun attack at Nsawam Adoagyiri was against the law of the country.
A statement by the Regional Coordinating Council signed by Hon. Seth Kwame Acheampong, the Eastern Regional Minister advised the populace within the region and Nsawam Adoagyiri of implication of flouting the laws of the country pursuant to the section 1 of the Public Order Act, 1994 (Act 491) which deals with the notification to the police on special event.
The Regional Coordinating Council has initiated a full scale investigation into the incident that occurred on 29th August 2023 at Nsawam Adoagyiri.
The Council assured the public that it will continue to work with the various security agencies to ensure peace and tranquility in the area.
The Council explained much further of the Public Order Act, 1994 (Act 491)
(1) A person who desires to hold a special event in a public place shall notify the police of that intention not less than five days before the date of the special event.
(2) The notification shall be in writing and signed by or on behalf of the organiser of the special event and shall specify –(a) the place and hour of the special event, (b)the nature of the special event, (c) the time of commencement, (d) the proposed route and destination, and (e) the proposed time of closure of the event.
(3) The notification shall be submitted to a police officer not below the rank of assistant superintendent or other police officer responsible for the police station nearest to the location of the proposed special event.
(4) Where a police officer notified of a special event under subsection (1) has reasonable grounds to believe that the special event if held may lead to violence or endanger public defense, public order, public safety, public health or the running of essential services or violate the rights and freedoms of any other persons, the police officer may request the organizer to postpone the special event to any other date or to relocate the special event.
(5) An organizer requested under subsection (4) to postpone or relocate the holding of a special event shall within forty-eight hours of the request, notify the police officer in writing of the willingness to comply.
Additionally, the general public is advised to abide by the provisions of the section 7 and 11(1) (e) of the Arms and ammunitions Act 1972 (NRCD9) which deals with control of public display of the arms and ammunitions and possession of arms or ammunitions without authority respectively and abide y same.
Special events within the meaning of the public order act (Act 491) include procession, parade, carnival, street dance celebration of traditional custom, and outdooring of traditional rulers.
