Samuel Atta Mills, Member of Parliament for Eguafo Abirem and a member of the Public Accounts Committee (PAC), has expressed concern over what he described as serious breaches of procurement processes by public companies.
Speaking on Bryt Adekyee Mu Nsem, the MP explained that public institutions are required by law to obtain at least three quotations before awarding any contract. However, he said the company in question ignored this rule and engaged in single-source procurement without consulting the appropriate authorities.
According to Hon. Atta Mills, the management acted on their own by directly calling individuals to award contracts, bypassing the procurement process entirely. “They just woke up, called someone, and gave out the contract without due process,” he lamented.
He further disclosed that the company paid about GH¢75 million to a single individual for work that had no signed contract. “After spending such an amount without a signed agreement, how can you hold anyone accountable later?” he questioned.
Hon. Atta Mills added that some officials allegedly kept part of the funds for themselves, with the knowledge of their board. He stressed that before any project is approved, it must go through the board and the appropriate minister for budgetary approval, but in this case, those procedures were ignored.
He called for a thorough review and proper adjustments to ensure accountability and prevent such financial irregularities in the future.
