Parliament has approved a €38,928,898 loan to finance the construction and equipping of four (Ayensuano, Effiduase and Offinso respectively) district hospitals in Ghana, the Minister of Health Kwaku Agyemang Manu has said.
According to him ,part of the money will also be used to complete and equip the Old Tafo and Kumasi South maternity blocks. The government said the increasing rate of population growth across the country has exerted enormous pressure on existing health facilities.
“The project also intends to revamp, retool and supply hospital equipment to selected hospitals. Also, part of the project fund would be applied to renovate and revamp existing structures in the selected hospitals and for procurement and installation of medical equipment and other accessories in the five facilities,” it said.
However the Minority Haruna Iddrisu, says the approval of over 38 Million Euros loan agreement between Ghana and Deutsche bank of Frankfurt for construction of 40-bed District Hospitals in three constituencies was rather scuttled .
The MP, cited the Supreme Court judgment on the difference between quorum for commencement of business and quorum for decision making as basis for the action.
The move is to arrest a motion moved by Deputy Finance Minister, John Kumah for rescission of a loan facility with the Czech Republic approved in November 2020 for the same projects.
The move was to make way for approval of a new loan agreement for the projects.
Haruna Iddrisu, however, argued the house did not have the required numbers for a decision to be taken based on interpretation of articles 102 and 104 by the Supreme Court which gave deputy speakers voting rights.
