The immediate past Executive Director of the National Service Scheme (NSS), Mr Mustapha Ussif, has said it will be highly difficult to find Ghost Names at the Secretariat due to the introduction of Ghana Interbank Payment and Settlement Systems (GhIPSS) platform.
According to him, this platform does not encourage fraudulent act because the payment goes directly to the beneficiary unlike the days where monies were paid to the National Service Scheme accounts for onward distribution.
In an interview with Citi Tv, Mr Mustapha Ussif said no Director has access to the monthly allowances for service personnel and Scheme opted for the use of the biometric electronic payment system in 2015 and made a savings of about GH¢170 million due to the detection and removal of ghost names and duplications from the payroll.
He commended the Ghana Interbank Payment and Settlement Systems (GhIPSS) for the initiative and suggested if they could device a system that will enable funds that are not accessed on the cards to be recalled automatically.
Hon. Mustapha Ussif, who won Yagaba/Kubori constituency seat in the 2012 elections and later lost it to Alhaji Ibrahim Abdul Rauf Tanko in 2016, has successfully made his way back to parliament with a landslide victory in 2020.
The former NSS said Government pays almost Ghs40million as allowances to service personnel every month and the situation where by people receive allowances without working has been a thing of the past due to the hard work of the Monitoring and supervision team at all Districts.
