The Electoral Commissioner, Jean Mensa and her deputy, Dr. Eric Bossman have been asked to declare their assets following Article 287 of the constitution.
According to the Alliance for Social Equity and Public Accountability (ASEPA), checks from the Auditor General’s Department as at Monday, October 9, 2019 shows the above named officials have not yet complied with the provisions in the constitution.
In a petition issued to the Commission on Human Right and Administrative Justice (CHRAJ) dated Tuesday, 10 December, 2019, ASEPA also urged other public officers who have not yet complied with the provisions in Article 286 to do so immediately to prevent any eventualities.

ASEPA PETITIONS CHRAJ AGAINST ELECTORAL COMMISSIONER AND HER DEPUTY FOR NON-DISCLOSURE OF ASSETS IN ACCORDANCE WITH ARTICLE 286 OF THE 1992 CONSTITUTION
The Alliance for Social Equity and Public Accountability-ASEPA has today officially petitioned the Commission for Human Rights and Administrative Justice, CHRAJ in accordance with Article 287 of the Constitution for Nondisclosure of Assets by Jean Mensa, Electoral Commissioner and Eric Asare Bossman, Deputy Commissioner in accordance with Article 286 of the Constitution.
This is a very serious provision that implies that within 3 months of taking office, public officers are mandated to declare thier Assets and liabilities at the Auditor General’s Department.
This is the primary mechanism put up by the State to ensure Public Accountability as well as augment the general fight against corruption.
Our checks with the Auditor General’s Department as at yesterday 9th December, 2019 shows that the two above named officials have not yet complied with the provisions of Article 286.
This we believe constitute a fundamental breach of the Constitution and gross misbehaviour by these officials.
We have therefore petitioned CHRAJ in accordance with Article 287 to institute formal investigations after which Article 146 would be invoked following the outcome of the investigations to commence impeachment proceedings against the two officials.
We therefore entreat all Public Officers who have not yet complied with the provisions of Article 286, to do so immediately to prevent any eventualities.
