The Research Coordinator of the National Anti-Corruption Programme at the office of the President, Jonathan Gador, has welcomed the President’s directive requiring Chief Executive Officers (CEOs) of state-owned enterprises and other public institutions to submit their audited accounts or face sanctions.
Speaking on Bryt FM’s Adekyee Mu Nsem programme, Mr. Gador described the directive as a positive and necessary intervention aimed at strengthening transparency and accountability in the management of public resources.
According to him, the President’s decision sends a strong signal that government is committed to ensuring that public institutions comply with financial reporting requirements and operate within established regulations.
Mr. Gador noted that the submission of audited accounts is a fundamental responsibility of public institutions and should not be treated as an option. He stressed that proper auditing helps promote transparency, detect irregularities, and ensure that public funds are used for their intended purposes.
He stated that the President, as the head of government, is ultimately accountable for the actions and performance of state institutions. For that reason, he believes the directive demonstrates leadership and a commitment to improving governance standards across the public sector.
While applauding the move, Mr. Gador questioned why it had become necessary for the President to personally intervene before action was taken against institutions that had failed to comply with their statutory obligations.
He explained that CEOs of public institutions report to boards of directors and other supervisory bodies that are mandated to monitor their activities and enforce compliance. As such, he argued that these oversight structures should have acted much earlier to address any failures in the submission of audited accounts.
“It should not take the President of the Republic to ensure that state institutions are doing what they are required to do. There are systems, boards and supervising authorities in place to ensure compliance,” he stated.
